On July 1, 2023, the Wet goed verhuurderschap came into effect. This law provides better protection for tenants against undesirable rental practices. As of this date, several changes have been made to rental regulations. A general basic standard with additional rules for landlords has been introduced, municipalities are required to set up a tenant complaint hotline, and they may optionally introduce a mandatory rental permit. Additionally, municipalities now have the authority to take enforcement action against malpractices in the local rental market.

On July 1, 2024, the Affordable Rent Act came into effect. This means that from January 1, 2025, tenants can also report cases of excessive rent prices, rent increases above the legally set percentage, or more than one rent increase per year. Additionally, from January 1, 2025, landlords must provide a points-based rent calculation with every new rental contract.

How do you file a report?

Each municipality in the Netherlands is required to establish a reporting center where tenants can report undesirable landlord behavior. Within the municipality of Nijmegen, this reporting center is available as Meldpunt Huurders Nijmegen through this website. You can also find it on the municipality of Nijmegen’s official webpage.

How to file a report:

  1. Submit a report – You can report the following situations:

    • No discrimination

    • No intimidation

    • Providing a written rental agreement

    • Informing tenants about their rights and obligations in a language they understand

    • Providing tenants with contact details of a person or office for housing-related issues

    • Providing transparency on service costs and only charging actual expenses

    • Requesting a security deposit of no more than two months’ base rent

    • Returning the security deposit within two weeks after the tenancy ends

  2. You will receive a confirmation of your report

  3. The reporting center will assess the report – Additional information may be requested. If your report does not fall under the regulation, the center will refer you to the appropriate authorities (except for anonymous reports).

  4. The reporting center will keep you informed about your report and any enforcement actions taken.
